PSC Sets Intervention Deadline in Confluence Rivers Cases

JEFFERSON CITY---Confluence Rivers Utility Operating Company, Inc. (Confluence Rivers) has filed an application with the Missouri Public Service Commission seeking authority to acquire all or substantially all of the water and sewer system assets of the currently unregulated systems of Lincoln County Water and Sewer, LLC. Confluence Rivers also seeks a certificate of convenience and necessity (CCN) to operate the systems and provide service to the public.

According to the application, the Lincoln County Water and Sewer, LLC water and sewer system assets are located in and around the Quail Ridge subdivision in Lincoln County. To provide service to the proposed areas, the application states Confluence Rivers will purchase existing water and sewer systems and will not construct systems.

Confluence Rivers states it proposes to adopt the existing contractual water and sewer rates in place for Quail Run customers-a fixed monthly water rate of $17.50, and a fixed monthly sewer rate of $17.50. Those proposed rates would be in effect until such time as the rates are modified according to law. However, according to the application, the rates established in this case will not be affected by the pending rate increase cases (WR-2023-0006) Confluence Rivers has before the Public Service Commission.

Applications to intervene and participate in these cases must be filed no later than June 9, 2023, with the Secretary of the Missouri Public Service Commission, P.O. Box 360, Jefferson City, Missouri 65102-0360, or by using the Commission’s Electronic Filing and Information System (EFIS) at www.psc.mo.gov.

According to the application, Confluence Rivers provides water service to approximately 4,400 customers and sewer service to approximately 4,600 customers in Missouri. Lincoln County Water and Sewer, LLC provides water and sewer services to approximately 434 residential connections.
