PSC Sets Intervention Deadline
for Confluence Rivers Acquisition, CCN Requests

JEFFERSON CITY, Mo.---The Missouri Public Service Commission (PSC) has set an intervention deadline of September 17, 2025, in an application from Confluence Rivers Utility Operating Company, Inc. (Confluence Rivers) to acquire Rolling Hills and Charity water systems’ assets.

On August 29, 2025, Confluence Rivers filed a request with the PSC to acquire the Rolling Hills and Charity water systems assets of the currently unregulated systems of Leon Travis Blevins a/k/a Travis Blevins and Patricia Blevins, d/b/a Misty Mountain PWS a/k/a Misty Water Works, Charity PWS, and Rolling Hills PWS (Blevins). Both water systems are located in Pulaski County, Mo.

Confluence Rivers seeks a Certificate of Convenience and Necessity (CCN) to operate the systems and provide service to the public.

Applications to intervene and participate in this case must be filed with the Secretary of the Missouri Public Service Commission, P.O. Box 360, Jefferson City, Mo. 65102-0360, or by using the Commission’s Electronic Filing and Information System (EFIS) at psc.mo.gov.
