PSC Grants Elm Hills Utility Company Request
JEFFERSON CITY---The Missouri Public Service Commission has granted a certificate of convenience and necessity (CCN) to Elm Hills Utility Operating Company, Inc. (Elm Hills) to install, own and operate sewer systems in Johnson County near Knob Noster, Missouri. The CCN authorizes Elm Hills to provide sewer service to the Rainbow Acres and Twin Oaks or The Preserve areas.
The Rainbow Acres Homeowners Association currently provides sewer service to approximately 46 customers. The Preserve Homeowners Association serves approximately 53 sewer customers in the Twin Oaks or The Preserve service area. To provide sewer service to the proposed areas, Elm Hills will purchase substantially all of the sewer assets of the two associations that serve the Rainbow Acres and Twin Oaks areas.
Elm Hills will charge a flat monthly sewer rate of $15.00 to residential customers of Rainbow Acres and a flat monthly sewer rate of $140 to the homeowners association in Twin Oaks/Preserve.
The Commission granted a CCN determining: 1) There was a need for the service; 2) Elm Hills is qualified to provide the proposed service; 3) Elm Hills has the financial ability to provide the service; 4) Elm Hill’s proposal is economically feasible; and 5) The service promotes the public interest.
“The Commission concludes that the factors for granting a certificate of convenience and necessity to Elm Hills have been satisfied and that it is in the public interest for Elm Hills to provide sewer service to the customers currently being served by the Associations,” said the Commission.
