PSC Grants Confluence Rivers Utility Operating Company
Request to Purchase Water and Sewer Systems in Lincoln County
JEFFERSON CITY---The Missouri Public Service Commission has granted a request filed by Confluence Rivers Utility Operating Company, Inc. (Confluence) to acquire all or substantially all of the water and sewer system assets of the currently unregulated systems of Lincoln County Water and Sewer, LLC (LCWS). The Commission also granted Confluence a certificate of convenience and
necessity to operate the systems and provide service to the public.
According to the application, the LCWS assets are located in and around the Quail Ridge subdivision in Lincoln County near Moscow Mills, Missouri. To provide service to the proposed areas, Confluence states it will purchase the existing water and sewer systems.
Confluence will adopt the existing water and sewer rates in place for Quail Run customers-a fixed monthly water rate of $17.50, and a fixed monthly sewer rate of $17.50. Those proposed rates would be in effect until such time as the rates are modified according to law.
The Commission approved the application determining: 1) There is a need for the service; 2) Confluence is qualified to provide the proposed service; 3) Confluence has the financial ability to provide the service; 4) Confluence’s proposal is economically feasible; and 5) The service promotes the public interest.
“Based on the application and Staff’s recommendations, the Commission concludes that the factors for granting a certificate of convenience and necessity to Confluence have been satisfied and that it is in the public interest for Confluence to provide water and sewer service to the customers currently served by LCWS,” said the Commission.
Confluence provides service to approximately 4,830 water connections and 5,053 sewer connections in Missouri. Lincoln County Water and Sewer, LLC provides water and sewer services to approximately 434 residential connections.
