PSC Grants Confluence Rivers Utility Operating Company
Request to Purchase Water and Sewer System in Johnson County

JEFFERSON CITY---The Missouri Public Service Commission has granted a request filed by Confluence Rivers Utility Operating Company, Inc. (Confluence Rivers) to acquire all or substantially all of the currently non-Commission regulated water and sewer systems of Four Seasons North MPH, LLC (Four Seasons) located in Johnson County. The Commission has also granted Confluence Rivers a certificate of convenience and necessity (CCN) to own, install, operate, manage and maintain the water and sewer systems.

Confluence Rivers proposes to charge a fixed monthly water rate of $20.00, and a fixed monthly sewer rate of $20.00. Those proposed rates will be in effect until such time as the rates are modified according to law. Four Seasons does not currently charge for water or sewer service. To provide service to the proposed area, Confluence Rivers will purchase the existing Four Seasons water and sewer systems.

The Commission approved the application determining: 1) There is a need for the service; 2) Confluence Rivers is qualified to provide the proposed service; 3) Confluence Rivers has the financial ability to provide the service; 4) Confluence’s proposal is economically feasible; and 5) The service promotes the public interest.

“Based on the application and Staff’s recommendations and memorandum, the Commission concludes that the factors for granting a CCN to Confluence Rivers have been satisfied and that it is in the public’s interest for Confluence Rivers to provide water and sewer service to the customers currently served by Four Seasons,” said the Commission.

The Commission is requiring Confluence Rivers to include information for Four Seasons customers to be able to contact Confluence Rivers’ customer service department by phone, email and website. “Four Seasons is not currently charging for water or sewer services; thus, all Four Seasons customers will be receiving a water and sewer bill for the first time,” said the Commission.

Confluence Rivers provides water service to approximately 4,400 customers and sewer service to approximately 4,600 customers in Missouri. Four Seasons consists of a water and sewer system serving a mobile home park with approximately 35 mobile homes in Johnson County.
