PSC Grants Confluence Rivers CCN Request

JEFFERSON CITY---The Missouri Public Service Commission has granted Confluence Rivers Utility Operating Company, Inc. (Confluence Rivers) a certificate of convenience and necessity (CCN) to acquire, own, install, operate, manage and maintain water and sewer systems in Lincoln County.

The CCN authorizes Confluence Rivers to acquire the water and sewer assets of the currently unregulated systems of Glenmeadows Water and Sewer, LLC (Glenmeadows). The water and sewer systems are located in the Glenmeadows subdivision, located in Lincoln County, near Moscow Mills, Missouri.

The Commission approved the application determining: 1) There is a need for the service; 2) Confluence Rivers is qualified to provide the proposed service; 3) Confluence Rivers has the financial ability to provide the service; 4) Confluence Rivers’ proposal is economically feasible; and 5) The service promotes the public interest.

“The Commission finds that Confluence Rivers’ ownership and operation of the Glenmeadows water and sewer system is necessary and convenient to the public service of the Glenmeadows subdivision customers,” said the Commission. “Therefore, the Commission will grant Confluence Rivers CCNs for the service areas currently served by those systems.”

Glenmeadows residential customers currently pay a single flat rate of $55.00 a month for water and sewer service. Confluence Rivers proposes to maintain current rates (a flat water rate of $27.50 a month and a flat sewer rate of $27.50 a month), until such time as the rates are modified according to law.

Confluence Rivers provides water service to approximately 4,443 customers and sewer service to approximately 4,602 customers in Missouri. Glenmeadows currently provides water and sewer services to approximately 230 customers in Lincoln County.
