PSC Approves Confluence Rivers Request
JEFFERSON CITY---The Missouri Public Service Commission has approved an application filed by Confluence Rivers Utility Operating Company, Inc. (Confluence) seeking authority to acquire and operate the currently non-Commission regulated sewer systems of Brussels Valley Estates, Inc. (Brussels) and Mapaville Meadows (Mapaville). In addition, Confluence has been granted authority to acquire and operate the currently non-Commission regulated water and sewer systems of Chevron/Sierra Land Company, LLC (Johnson Bay). The Commission has also granted certificates of convenience and necessity to Confluence to operate these systems which are located in Lincoln, Morgan and Jefferson counties.
The Commission approved the application determining: 1) There is a need for the service; 2) Confluence is qualified to provide the proposed service; 3) Confluence has the financial ability to provide the service; 4) The proposal is economically feasible; and 5) The service promotes the public interest.
“Based on the application and Staff’s recommendations, the Commission concludes that the factors for granting a certificate of convenience and necessity to Confluence have been satisfied and that, with the conditions set out by Staff, it is in the public interest for Confluence to provide water and sewer service to the customers served by Johnson Bay, Brussels, and Mapaville,” said the
Commission.
Confluence proposes to adopt the existing rates for each of the systems until such time as the rates are modified according to law. According to the application, the current sewer rate for Mapaville Meadows is $50 per month and for Brussels Valley Estates, Inc. it is $32 a month. The current water rates for Chevron/Sierra Land Company, LLC is $27 per month for water up to a maximum of 3,000 gallons with $0.90 per additional 100 gallons used. For sewer customers, the current rate is $47.50 a month.
According to the application, Confluence provides water service to approximately 5,200 customers and sewer service to approximately 5,100 customers in Missouri. Brussels Valley Estates, Inc. serves approximately 13 sewer customers in Lincoln County. Chevron/Sierra Land Company, LLC provides water and sewer services to approximately 63 customers in the Johnson Bay Subdivision in Morgan County. Mapaville Meadows provides sewer service to approximately 9 customers in Jefferson County.
