Missouri-American Water Company to Issue Bill Credit
to its St. Louis County Customers

JEFFERSON CITY---The Missouri Public Service Commission has agreed with a recommendation filed by the Office of the Public Counsel (OPC), the Missouri-American Water Company (MAWC) and the Public Service Commission Staff (Staff) to issue a one-time bill credit to
St. Louis County water customers of MAWC.

The parties recommended a refund amount of $19,172. The refund will be returned to St. Louis County water customers in the form of a one-time bill credit. For residential customers, the bill credit will be $0.06. The one-time bill credits will begin on January 2, 2022 and conclude no later than March 31, 2022 (to accommodate quarterly customers).

The one-time bill credit is the result of a 2020 Infrastructure System Replacement Surcharge (ISRS) case filed by MAWC on March 2, 2020. The Commission issued an order in that case on June 17, 2020. OPC filed an application for rehearing which was denied by the Commission on June 26, 2020. OPC then appealed the Commission’s order to the Missouri Western District Court of Appeals.

On May 11, 2021, the Court of Appeals issued its decision determining the Commission misinterpreted an advisory opinion issued by the Internal Revenue Service. The Court of Appeals instructed the Commission to approve temporary rate adjustments in accordance with state statutes and consistent with the court’s opinion.
