PSC Sets Intervention Deadline in Liberty Utilities
Request to Adjust Infrastructure Surcharge

JEFFERSON CITY---Liberty Utilities (Midstates Natural Gas) Corp. d/b/a Liberty Utilities (Liberty) has filed an application with the Missouri Public Service Commission seeking to change the Infrastructure System Replacement Surcharge (ISRS) on the bills of its natural gas customers. The surcharge first appeared on customer bills in November 2008.

According to the application, Liberty seeks to change the monthly ISRS to reflect infrastructure replacement investments made by the natural gas company from November 1, 2021 through February 28, 2023. These costs for natural gas pipeline replacements and relocations are not currently included in Liberty’s rates.

The current ISRS for a residential customer in Liberty’s Northeast (NEMO) and West (WEMO) districts is $1.11 a month. In this case, the proposed monthly ISRS for a residential customer in Liberty’s NEMO and WEMO districts is $3.57 a month.

The current ISRS for a residential customer in Liberty’s Southeast (SEMO) district is $1.18 a month. In this case, the proposed monthly ISRS for a residential customer in Liberty’s SEMO district is $2.20 a month. Liberty seeks to have the changes take effect on August 1, 2023.

Applications to intervene and participate in this case must be filed no later than April 17, 2023, with the Secretary of the Missouri Public Service Commission, P.O. Box 360, Jefferson City, Missouri 65102, or by using the Commission’s Electronic Filing and Information System (EFIS) at www.psc.mo.gov.

Liberty serves approximately 53,000 natural gas customers in Missouri. The WEMO service area includes the counties of Bates, Cass, Henry and St. Clair. The SEMO service area includes the counties of Butler, Cape Girardeau, Dunklin, Iron, Mississippi, New Madrid, Pemiscot, Ripley, Scott, Stoddard and Wayne. The NEMO service area includes the counties of Adair, Clark, Knox, Lewis, Macon, Marion, Pike, Ralls, Schuyler and Scotland.
