PSC Approves Agreement in Spire Accounting Authority Case

 

JEFFERSON CITY, Mo.---  The Missouri Public Service Commission (PSC) today issued an Order approving a stipulation and agreement in Spire Missouri Inc.’s (Spire) accounting authority (AAO) request regarding the appropriate accounting treatment of certain costs and expenses. Signatories to the agreement include Spire, the Staff of the Commission and the Office of the Public Counsel. The only other party in the case, Consumers Council of Missouri, stated that it does not object to the agreement.

Spire filed its AAO application with the Commission on March 6, 2026, relating to a significant decline in customer usage during the 2025-2026 heating season and its impact on the Company’s ability to collect its authorized revenue requirement. On July 31, 2026, the stipulation and agreement was filed, resolving all contested issues in the case.

Highlights of the Approved Agreement:

  • Meetings will begin in August among the signatories regarding Spire’s existing Weather Normalization Adjustment Rider (WNAR) tariff mechanism and whether changes to the language or application of the existing tariff could more effectively address weather-related usage variability and/or conservation impacts.
  •  The meetings are designed to reach agreement among the signatories on a proposed weather and conservation tariff that Spire could include in its next general rate case filing. If agreement cannot be reached, Spire may file its own proposed weather and conservation tariff in its next rate case.
