PSC Issues Decision in Evergy
Transportation Electrification Pilot Program Request

JEFFERSON CITY---The Missouri Public Service Commission has authorized Evergy Metro, Inc. d/b/a Evergy Missouri Metro and Evergy Missouri West, Inc. d/b/a Evergy Missouri West (Evergy) to implement a suite of Transportation Electrification pilot programs designed to encourage the increased use of electric vehicles (EV). The pilot programs are expected to begin in the second
quarter of 2022.

Included in the authorized pilot programs are rebates offered to encourage the installation of charging facilities in residences; a specialized rate to encourage the use of electric buses; and expansion of Evergy’s Clean Charge Network to include participation in a streetlight charging project in partnership with the Metropolitan Energy Center and the City of Kansas City.

The Residential Customer EV Outlet Program will provide a rebate of up to $500 to customers for the purchase and installation of a 240V outlet and/or Level 2 charger. The goal of the program is to encourage homeowners to utilize a faster Level 2 charger to charge their EV.

Participants in the rebate program will also be required to sign up for a time-of-use rate for a period of at least one year.

“The Commission believes this proposed rebate program is appropriate as a pilot program to enable Evergy to encourage customers to adopt Level 2 charging in their homes,” said the Commission. “It is important to remember that this is proposed to be a pilot program that will enable Evergy to learn more about its customers and their charging habits.”

Under the approved pilot programs, there will also be a residential developer EV outlet rebate to encourage the developer community to pre-install charging infrastructure in newly constructed homes. Under the pilot program, the 240V outlet must be placed in a location where it can be used for charging.

Under the Electric Transit Service pilot program for bus fleet customers, the time-of-use rate established to encourage the use of electric buses is a two period time-of-use rate with a 12-hour offpeak period of 6 pm to 6 am, which aligns with typical fleet depot charging patterns.

Evergy is also authorized to expand its Clean Charge Network, including additional charging stations in the Evergy Missouri Metro service area for the Kansas City Streetlight Charging Project, a federal project designed to demonstrate and test the benefits of curbside charging for EVs using streetlight infrastructure.

Evergy Missouri Metro serves approximately 292,700 electric customers in the Missouri counties of Carroll, Cass, Chariton, Clay, Howard, Jackson, Johnson, Lafayette, Livingston, Pettis, Platte, Randolph and Saline. Evergy Missouri West provides electric service to approximately 347,400 customers in the Missouri counties of Andrew, Atchison, Barton, Bates, Benton, Buchanan, Carroll, Cass, Cedar, Clay, Clinton, Dade, Daviess, DeKalb, Gentry, Grundy, Harrison, Henry, Holt, Jackson, Johnson, Lafayette, Livingston, Mercer, Nodaway, Pettis, Platte, Ray, St. Clair, Vernon and Worth.
