Liberty Files Renewable Energy Standard Compliance Report and Plan

JEFFERSON CITY, Mo.--- T he Empire District Electric Company d/b/a Liberty has filed its 2025 Renewable Energy Standard (RES) Compliance Report and 2026-2028 RES Compliance Plan with the Missouri Public Service Commission (PSC).

The requirement for investor-owned electric utilities to file a RES Compliance Plan and annual Compliance Report stems from 2008 voter-approved Proposition C. This law requires investor-owned electric utilities in Missouri to obtain renewable energy resources accounting for at least 15% of their retail sales, including at least 2% from solar energy. The utilities must file a report with the PSC each year outlining what they have done to meet these compliance standards in the previous calendar year as well as a report showing how they intend to comply for the current year and the following two years.

In response to Liberty’s filing, the PSC Staff has been directed to review the compliance report and file a report with the Commission no later than May 29, 2026. Any other interested parties may also file comments on or before May 29, 2026 .

Individual citizens wishing to comment should contact either the Office of the Public Counsel (Governor Office Building, 200 Madison Street, Suite 650, P.O. Box 2230, Jefferson City, Missouri 65102-2230, telephone 1-866-922-2959, e-mail mopco@opc.mo.gov ) or the Public Service Commission Staff (P.O. Box 360, Jefferson City, Missouri 65102, telephone 1-800-392-4211, e-mail pscinfo@psc.mo.gov ). The Office of the Public Counsel is a separate state agency that represents the general public in matters before the Commission.
