The Missouri Public Service Commission regulates investor-owned electric, steam, natural gas, water and sewer and telephone companies. Its mission is to ensure Missouri consumers have access to safe, reliable and reasonably priced utility service while allowing those utility companies under our jurisdiction an opportunity to earn a reasonable return on their investment. The PSC also regulates manufacturers and retail dealers who sell new and used manufactured homes and modular units. The commission was established in 1913. The PSC is comprised of five commissioners, who are appointed by the governor.
Terry Jarrett
Commissioner

Commissioner Terry Jarrett was appointed by Governor Matt Blunt to the Missouri Public Service Commission for a six-year term on September 11, 2007. Commissioner Jarrett serves as Secretary to the Missouri Universal Service Board, and is a member of the National Association of Regulatory Utility Commissioners (NARUC), where he serves on the Gas Committee and the Critical Infrastructure Committee.
Prior to his appointment to the PSC, Jarrett was the Presiding Commissioner of the Administrative Hearing Commission. He formerly served as general counsel to Matt Blunt in both the Office of the Governor and the Office of the Secretary of State. Jarrett has practiced law as a private attorney and served as a judicial law clerk to the Honorable Duane Benton at the Missouri Supreme Court. He currently serves as a Judge Advocate in the Missouri Army National Guard at the rank of Captain.
Commissioner Jarrett received a B.S. degree from Central Missouri State University (now the University of Central Missouri) and a J.D. degree from the University of Missouri-Columbia School of Law. While in law school, he was Editor-in-Chief of the Missouri Law Review. Jarrett is a member of the Missouri Bar, where he is active on several committees, including serving as the chair of the Military Law Committee.
Commissioner Jarrett resides in Jefferson City with his two sons, Blaine and Bryce.
