The Missouri Public Service Commission regulates investor-owned electric, steam, natural gas, water and sewer and telephone companies. Its mission is to ensure Missouri consumers have access to safe, reliable and reasonably priced utility service while allowing those utility companies under our jurisdiction an opportunity to earn a reasonable return on their investment. The PSC also regulates manufacturers and retail dealers who sell new and used manufactured homes and modular units. The commission was established in 1913. The PSC is comprised of five commissioners, who are appointed by the governor.
Universal Service Fund
Low Income/Disabled Assistance and Link-Up are state and federal support programs that help qualified people get a discount on their monthly local telephone bill. The Missouri Universal Service Fund was established on March 31, 2002 to help low-income and disabled Missourians receive additional discounts for basic local telephone service. You may qualify for a discount on your monthly telephone bill if you are receiving low income or disability benefits under certain programs.
- Low Income Assistance

Provides discounts up to $13.50 per month depending on your local phone company.
- Disabled Assistance
- Provides discounts up to $3.50 per month depending on your local phone company.
- Link-Up
- Under this program, qualified low income individuals may receive a 50% reduction (up to $30) on initial telephone connection charges.
