The Missouri Public Service Commission regulates investor-owned electric, steam, natural gas, water and sewer and telephone companies. Its mission is to ensure Missouri consumers have access to safe, reliable and reasonably priced utility service while allowing those utility companies under our jurisdiction an opportunity to earn a reasonable return on their investment. The PSC also regulates manufacturers and retail dealers who sell new and used manufactured homes and modular units. The commission was established in 1913. The PSC is comprised of five commissioners, who are appointed by the governor.

ILEC Certification
Annual USF certifications may be submitted as a non-case related submission in EFIS. Staff and OPC will be able to view all submissions. Each company will only be able to view its own submission.
ILECs: In addition to the affidavit and spreadsheet, please provide a brief narrative of the supported expenses that were incurred in the analysis year. Since the high cost funds are to be used for the provision, maintenance or upgrade of facilities and services and the expenses were incurred two years in arrears, the analysis year for the narrative would be 2006. For instance, your narrative might be a paragraph describing 2006 investment for specific equipment upgrades or describing 2006 investment for installing fiber. The narrative might describe the expenses related to USF support as being incurred for the on-going maintenance of the network in 2006.
ILECs and Competitive ETCs: In addition to the requirements of 4 CSR 240-3.570, please provide an update on the number of low income/disabled customers receiving support and also a narrative on the company's low income/disabled advertising process/policy.
