PR-10-17 -- PSC Endorses Customer Choice On White Pages

Directory Will Still Be Available At No Charge To Customers Who Want It

JEFFERSON CITY---Households and businesses in Missouri’s large metropolitan areas will have the option of whether they want an AT&T Missouri residential white page telephone directory under an agreement that has been approved by the Missouri Public Service Commission.

Under the agreement, customers wanting the directory will still be able to get one delivered to their home or business at no charge. Those customers will need to call a toll-free 800 number (800- 792-2665) to receive the directory at no cost. AT&T Missouri will also make residential listing information available to customers at these websites: www.RealPagesLive.com and www.yellowpages.com

"Customers should be aware that residential White Pages are not going away. If a customer wants their own copy of the White Pages, they will still be able to get one delivered to their home at no charge," said PSC Chairman Robert M. Clayton III. "At the same time, we also recognize that times have changed and that there are many options other than the traditional directory available to customers today to get information."

Under the agreement, AT&T Missouri will initially implement the new method of distributing the residential white page telephone directory in the Kansas City and St. Louis metropolitan areas. The waiver also allows AT&T Missouri to implement the new method in the Springfield metropolitan area. Additional waivers will be needed if AT&T Missouri seeks to do this in other areas of the state.

The Commission will continue to have authority to deal with any customer complaints regarding the new distribution plans. Customers are encouraged to contact the PSC at 1-800-392- 4211 if they have trouble trying to get a directory or getting it delivered.

The yellow page business directory will still be delivered as before. This directory will contain the business white page listings, government listings and customer guide information. An information sheet will be delivered along with the yellow page directory informing the customer that they can receive a residential white page telephone directory by requesting one through a toll-free 800 number.

AT&T Missouri filed a request with the Public Service Commission on April 2, 2009 seeking a waiver from a Commission rule which requires the company to deliver a paper copy of the residential white page telephone directory to all households and businesses. The company sought to reduce the number of directories printed and distributed to customers that neither need nor want them.

On June 16, 2009 parties in this case filed a unanimous agreement for Commission consideration. The agreement was filed by the PSC staff, AT&T Missouri, the Communications Workers of America, Charter Fiberlink-Missouri, LLC and the Office of the Public Counsel. The Office of the Public Counsel is a separate state agency which represents the general public in matters before the PSC.

The Public Service Commission held local public hearings in St. Louis and Kansas City during the week of July 6 th to receive customer comment on the AT&T Missouri proposal.
