PR-11-46 -- PSC Sets Hearing Schedule In Prudence Review Of Costs Subject To AmerenUE’s Fuel Adjustment Clause

JEFFERSON CITY---The Missouri Public Service Commission has scheduled hearings for mid-January in a prudence review of costs subject to AmerenUE’s Fuel Adjustment Clause (FAC).

Hearings are scheduled for January 10-11, 2011, in Room 310 of the Governor Office Building, 200 Madison Street, Jefferson City.  This building meets accessibility standards required by the Americans with Disabilities Act.  If anyone needs additional accommodations to participate in these hearings, please call the Public Service Commission’s hotline at 1-800-392-4211 (voice) or Relay Missouri at 711 before the hearings.

This is the first prudence review of costs subject to AmerenUE’s fuel and purchased power adjustment clause (FAC).  Such a review is required to take place at least every 18 months.  In this case, the PSC staff reviewed for prudence, the costs and revenues associated with AmerenUE’s FAC for the period of March 1, 2009 to September 30, 2009.

Based upon its review, the PSC staff alleges AmerenUE was imprudent for not including all costs and revenues associated with certain energy sales to American Electric Power Operating Companies (AEP) and to Wabash Valley Power Association, Inc. (WVPA) during the period of March 1 through September 30. 

The PSC staff alleges the AEP and WVPA energy sales during this period should have been treated as off-system sales for purposes of AmerenUE’s FAC and, therefore, a refund of approximately $24.1 million should be made to AmerenUE’s electric customers.  Staff recommends the $24.1 million be included as a customer refund adjustment made with the next available FAC adjustment following a Commission decision in this case.  The next FAC change is scheduled to occur in February 2011.

In a filing with the Commission, AmerenUE disputes the PSC staff claim of imprudence.

AmerenUE provides electric service to approximately 1.2 million electric customers in Missouri.
