JEFFERSON CITY---The Missouri Public Service Commission has voted 3-2 to withdraw part of its rules implementing Proposition C, approved by Missouri voters in November 2008. Specifically, the Commission has removed language which required electric utilities under PSC jurisdiction to use renewable energy which was sold to Missouri customers (commonly known as geographic sourcing).
The Commission has withdrawn the language pertaining to geographic sourcing with the understanding that the Missouri General Assembly will address this through its normal legislative process.
“While I fully support the Commission’s action in requiring regionally based generation, it is my hope that today’s gesture will allow the General Assembly to address this issue and find a clarifying solution that promotes economic development in Missouri while protecting Missouri ratepayers,” said PSC Chairman Robert M. Clayton III. “The Commission stands ready to fully support the General Assembly in the future dialogue on this issue.”
In July, the geographic sourcing provisions of the PSC rule were suspended by the Missouri Secretary of State when that language was disallowed by the Joint Committee on Administrative Rules (JCAR). That language has not been published in the Missouri Register and the Commission has asked that the language be returned.
