FOR IMMEDIATE RELEASE -- JANUARY 28, 2010

JEFFERSON CITY---Union Electric Company d/b/a AmerenUE has filed an application with the Missouri Public Service Commission seeking Commission authority and a certificate of public
convenience and necessity to construct, own and operate an electrical production facility and related facilities in or near the Village of Champ and the City of Maryland Heights.

According to AmerenUE’s application, the electric company seeks a certificate for a new electrical production facility to be built in the Village of Champ. A substation will be built adjacent
to the facility. The proposed electrical production facility will consist of three gas-fired combustion turbine generator units. AmerenUE states the facility will be fueled with a renewable source of
energy, specifically, landfill gas from the Fred Weber landfill. The proposed electrical production facility and substation will be located on land adjacent to the landfill.

Applications to intervene and participate in this case must be filed no later than February 15, 2010, with the Secretary of the Missouri Public Service Commission, P.O. Box 360, Jefferson City, Missouri 65102.
