JEFFERSON CITY---The Missouri Public Service Commission invites public comment regarding renewable energy rulemaking underway at the PSC. The rulemaking is designed to carry out Proposition C passed by Missouri voters in November 2008.
The public can submit electronic comments by e-mail at RES_Rule_Comments@psc.mo.gov . Written comments may be sent to: Missouri Public Service Commission, P.O. Box 360, Jefferson City, Missouri 65102. Please reference the case number which is EW-2009-0324.
Any person wishing to view comments in the case can go to the Public Service Commission’s website http://www.psc.mo.gov and click on Working Docket for Renewable Energy Standard Rulemaking which is located under the heading of At First Glance.
This is not a contested case so any person can make a filing without a lawyer and they do not need to file an application to intervene in order to participate in the case.
As part of Proposition C, Missouri’s investor-owned electric utilities (Kansas City Power & Light Company, KCP&L Greater Missouri Operations Company, AmerenUE and The Empire District Electric Company) are required to get 15 percent of their electricity from renewable sources (such as solar, wind, biomass and hydroelectric) by 2021.
The Missouri Public Service Commission held a renewable energy workshop on March 9, 2009. A second workshop is scheduled for April 13, 2009 in the 4th Floor Ballroom of the Governor Office Building, 200 Madison Street, Jefferson City. The workshop is scheduled to begin at 9:00 am. The workshop is open and the public is invited to attend.
Information from the workshops and comments provided will be used to draft a rule for Commission consideration. The Commission will then file a proposed rule with the Missouri Secretary of State. Once the proposed rule is published in the Missouri Register, there will be a time period for the Commission to receive additional comments. After a public hearing, the Commission will publish a final rule.
