FOR IMMEDIATE RELEASE -- NOVEMBER 16, 2007

JEFFERSON CITY---Aquila, Inc. (Aquila) has filed an application with the Missouri Public Service Commission seeking approval of a heat rate and/or efficiency schedule and testing plan for its generating units.

Aquila was directed to complete a heat rate and/or efficiency schedule and testing plan as part of the Public Service Commission’s May 17, 2007 decision in an Aquila electric rate case.

The heat rate and/or efficiency test results will be used to determine a base level of efficiency for each of Aquila’s generating units.  Results of future heat rate and/or efficiency tests will help track the operating efficiency of the generating units.

Applications to intervene and participate in this case must be filed no later than December 5, 2007, with the Secretary of the Missouri Public Service Commission, P.O. Box 360, Jefferson City, Missouri 65102.  Copies of the application should be sent to: Paul A. Boudreau and L. Russell Mitten, Brydon, Swearengen & England P.C., 312 East Capitol Avenue, P.O.
