The Missouri Public Service Commission regulates investor-owned electric, steam, natural gas, water and sewer and telephone companies. Its mission is to ensure Missouri consumers have access to safe, reliable and reasonably priced utility service while allowing those utility companies under our jurisdiction an opportunity to earn a reasonable return on their investment. The PSC also regulates manufacturers and retail dealers who sell new and used manufactured homes and modular units. The commission was established in 1913. The PSC is comprised of five commissioners, who are appointed by the governor.

Dealer & Manufacturer Registration Information

Pursuant to Chapter 700.090.1 RSMo, "Every manufacturer or dealer of manufactured homes who sells or offers for sale, on consignment or otherwise, a manufactured home or modular unit from or in the state of Missouri shall register each location with the commission."

Pursuant to Chapter 700.045 RSMo, "It shall be a misdemeanor: (1) For a manufacturer or dealer to manufacture, rent, lease, sell or offer to sell any manufactured home or modular unit after January 1, 1977, unless there is in effect a registration with the commission." This rule also applies to modular classrooms.

Dealer (Both Manufacturer or Modular Dealer)
Any person, other than a manufacturer, who sells or offers for sale for or more manufactured homes, or modular units in any consecutive twelve-month period.
Manufacturer
Any person who manufactures manufactured homes or modular units, including persons who engage in importing manufactured homes or modular units for resale.

Registration Requirements & Information


Manufactured Home & Modular Unit Dealers

  • Application for Dealer Registration
  • $200 Fee - check or money order made payable to the Director of Revenue.
  • Statement of No Taxes Due - Missouri Corporations must submit a Statement of No Taxes Due obtained from the Missouri Department of Revenue by calling 573-751-9268.
  • Certificate of Good Standing - Missouri Corporations must submit a Certificate of Good Standing obtained from the Missouri Secretary of State's Office by calling 573-751-4153.
  • Dealer's Monthly Sales Report Attachment - This form must be completed and submitted to the Missouri Public Service Commission by the tenth day of each month to report the number of new and used homes sold for the previous month. This report must be submitted every month, even if no sales were made during that month. Also, reports cannot be combined. Each month must be reported on a separate form.
  • Anchor Approval Letters - These are anchoring systems that have been approved for use in Missouri by the Missouri Public Service Commission. The anchor approval letter of the particular system being used must be prominently displayed at each place of business that is selling, offering for sale, or installing the anchoring system. A copy of the letter shall also be furnished to each person purchasing the anchor or tie-down system.
  • Application for Permission to Alter a Manufactured Home - A dealer must submit this form prior to altering a manufactured home. Pursuant to 4 CSR 240-120.090, "No certified new manufactured home which entered the first stage of production after November 22, 1976, on which an alteration has been made, shall be rented, leased or sold or offered for rent, lease or sale in Missouri unless the alteration has been approved in writing by the director."

Manufactured Home Manufacturers

  • Application for Manufacturer Registration
  • $750 Fee - Check or money order made payable to the Missouri Director of Revenue
  • Affidavit - Corporations must submit an affidavit verifying that the person making the application has corporate authority to do so.
  • Statement of No Taxes Due - Missouri Corporations must submit a Statement of No Taxes Due obtained from the Missouri Department of Revenue by calling 573-751-9268.
  • Certificate of Good Standing - Missouri Corporations must submit a Certificate of Good Standing obtained from the Missouri Secretary of State's Office by calling 573-751-4153.
  • Articles of Incorporation - Corporations must submit a copy of the corporation's Articles of Incorporation for the initial registration only. The Articles of Incorporation are not required to be re-submitted for renewal applications.
  • Corporation By-Laws - Corporations must submit a copy of the Corporation By-Laws for the initial registration only. The Corporation By-Laws are not required to be resubmitted for renewal applications.

Modular Unit Manufacturers

  • Application for Manufacturer Registration
  • $750 Fee - Check or money order made payable to the Missouri Director of Revenue
  • Affidavit - Corporations must submit an affidavit verifying that the person making the application has corporate authority to do so.

  • Monthly Seals of Compliance Form - This form must be completed and submitted to the Missouri Public Service Commission by the tenth day of each month to report seals issued for the previous month. This report must be submitted every month, even if no seals were issued during that month. Also, reports cannot be combined. Each month must be reported on a separate form.
  • Application for Seals - This form must be used to request Missouri Public Service Commission Seals of Compliance.
  • Application for Modular Unit Plan Approval - This form must be used when submitting Plan Approvals and Quality Control Manual Approvals to the Missouri Public Service Commission.
  • Modular Unit Plan Approval Checklist - This form is intended to be used a guide for submitting Plan Approval and Quality Control Manual Approvals to the Missouri Public Service Commission.'
  • Third Party Agency List - This is a list of Third Party Inspection Agencies approved by the Missouri Public Service Commission.

Renewal Information

A Certificate of Registration is issued for a period of one year and must be renewed annually.

Dealer (Both Manufacturer or Modular Unit)

  • Registrations must be renewed annually by January 15th.
  • Renewal packets are mailed out mid-November.
  • There is a registration fee of $200 per location.

Manufacturers
  • Registrations must be renewed annually one year from the date of issuance of their current Certificate of Registration.
  • Renewal packets are mailed out one month prior to the expiration of the Certificate of Registration.
  • There is a registration fee of $750 per location for manufacturers.
  • Each facility and business entity must be registered separately, each paying a separate registration fee.

Making a Change to your Registration

A new registration application and fees are required for the following:
  • Adding a new owner
  • Becoming a corporation
  • Becoming unincorporated
  • Adding a new dealership location
  • Changing the corporate name
  • Changing Owners
