Water and Sewer Rates To Change For Emerald Pointe Utility Customers

JEFFERSON CITY----Water rates will drop and sewer rates will increase for customers of the Emerald Pointe Utility Company under a decision by the Missouri Public Service Commission.  Annual water operating revenues will drop by approximately $45,826 while sewer operating revenues will increase by approximately $247,040.  The rate changes are expected to take effect in late August.

For a residential customer using 5,500 gallons of water a month, water rates will drop by approximately $5.00 a month and sewer rates will increase by about $44.00 a month.

On July 16, 2012, Emerald Pointe Utility Company filed water and sewer rate cases with the Missouri Public Service Commission seeking to increase annual sewer operating revenues by approximately $186,000 and annual water operating revenues by approximately $13,000.
In the sewer case, the PSC Staff alleged the company had violated its tariff by collecting a sewer commodity charge and, therefore, customers should receive a refund.  The Commission’s order found that Emerald Pointe was authorized to collect a sewer commodity charge as a result of a rate increase tariff filed by the utility in 2000 and, therefore, had not overcharged its customers by collecting a sewer commodity charge of $3.50 per 1,000 gallons.
In both the water and sewer cases, Staff also alleged the company was charging the wrong amounts for late fees and connection fees and was collecting customer deposits from all customers in violation of its tariff and was not properly refunding deposits when required by its tariff. 
The Commission has determined that Emerald Pointe Utility Company did violate its tariff and should refund to its customers the amounts that it overcharged for late fees and connection fees and that it should be done within 90 days of the effective date of the Commission’s order.  In addition, the Commission determined that customer deposits, plus interest, should also be returned to Emerald Pointe Utility Company customers within 90 days.

Emerald Pointe Utility Company serves approximately 364 sewer customers and 389 water customers in Taney County near Hollister, Missouri.
