PSC Staff Files Complaint Against Ridge Creek Development, L.L.C.
JEFFERSON CITY---The Staff of the Missouri Public Service Commission (PSC Staff) has filed a complaint against Ridge Creek Development, L.L.C. alleging water services are being unlawfully provided to customers.
Staff alleges the company is providing water services in a manner that makes it subject to Public Service Commission regulation and that the company has failed to obtain the appropriate approval from the Commission. Specifically, the PSC Staff alleges Ridge Creek Development, L.L.C. is providing water services to 140 to 150 customers in Pulaski County near Waynesville in the Ridge Creek subdivision.
As part of its complaint, the PSC Staff also alleges Ridge Creek Development, L.L.C. has failed to provide safe and adequate service. Staff alleges the water company has no permit from the Missouri Department of Natural Resources (DNR) and, as far as Staff is aware, the company does not engage in water quality testing or treatment to ensure its safety for human consumption.

The PSC Staff complaint asks the Commission to authorize its General Counsel to go to circuit court to seek penalties against Ridge Creek Development, L.L.C. for allegedly operating as a public utility without prior authorization from the Commission in the form of a certificate of convenience and necessity. The complaint also asks the Commission to require the company to submit to a DNR inspection and to make any necessary and desirable improvements to its operation and system as DNR may recommend in order to safeguard the public health and safety.
Ridge Creek Development, L.L.C. has until August 13, 2014 to file a response to the PSC Staff complaint.
