PSC Appoints Interim Receiver For M.P.B., Inc. and P.C.B., Inc. Sewer Systems

JEFFERSON CITY---The Missouri Public Service Commission has appointed Johansen Consulting Services, LLC (JCS) as interim receiver to operate the sewer systems providing service to customers of M.P.B., Inc. and P.C.B., Inc.  In addition, the Commission’s General Counsel has been directed to petition the circuit court for the appointment of a receiver.
The Public Service Commission Staff filed a petition on August 23, 2013 claiming that M.P.B., Inc. and P.C.B., Inc. had effectively abandoned their sewer systems.  Included in the petition was a letter from the sewer system owners stating they can no longer operate the companies with their time and economic resources. 
The petition also included an agreement signed by the PSC Staff, the Office of the Public Counsel, JCS and the Missouri Department of Natural Resources that the PSC Staff would ask the Commission to appoint JCS as interim receiver and to direct its General Counsel to ask the circuit court to appoint JCS as receiver for the companies.
JCS has agreed to file rate cases one working day after the effective date of the Commission’s order (September 7, 2013) appointing it as interim receiver.  The rate increase request will include a request for emergency rates.  The PSC Staff plans to hold a public meeting and discuss the rate increases and other concerns with the companies’ ratepayers. 

M.P.B., Inc. serves approximately 195 sewer customers near Villa Ridge in Franklin County and near Festus in Jefferson County.  P.C.B., Inc. serves approximately 285 sewer customers near Cedar Hill and Festus in Jefferson County.
