PSC Approves Application In Ameren Missouri Electric Transmission Line Case

JEFFERSON CITY---The Missouri Public Service Commission has approved an application filed by Union Electric Company d/b/a Ameren Missouri seeking Commission authority to construct, install, own, operate and maintain a 345,000-volt overhead electric transmission line in Cape Girardeau County.
According to the December 6, 2012 application, the transmission line is part of a larger project that includes the construction of a new substation, the Heritage Substation, located west of Cape Girardeau, Missouri, and upgrades to the existing Lutesville, Wedekind and Cape Girardeau substations.  In addition, the project includes the construction of approximately two miles of a 161,000-volt line.
Approximately six miles of the proposed transmission line is not within Ameren Missouri’s current certificated service area.  Therefore, Ameren Missouri was only required to seek authority for the approximate six miles of transmission line that it seeks to build outside its certificated service territory.
On April 5, 2013, the Public Service Commission Staff filed a recommendation that advised the Commission to approve the application.  In that recommendation, the PSC Staff stated that the new transmission line is necessary in order to address reliability concerns in that region.  The PSC Staff also noted that Ameren Missouri is qualified to construct, install, own, operate, maintain and manage the transmission line project and is financially able to provide the service.  The project is economically feasible and is in the public interest.

“Based on the Commission’s independent and impartial review of the verified application and the verified recommendation of Staff, the Commission finds that granting Ameren Missouri’s application for a certificate of convenience and necessity would serve the public convenience and necessity.  Therefore, the application will be granted,” the Commission’s order said.
