NUMBERING
PLAN ADMINISTRATOR’S DECISION

On April 5, 2016, Southwestern Bell
Telephone Company d/b/a AT&T Missouri (AT&T Missouri), filed an
Application and Motion for Expedited Treatment requesting that the Missouri
Public Service Commission review and reverse a decision of the North American
Numbering Plan Administrator (NANPA), NeuStar, Inc., of AT&T Missouri’s
application to obtain one four thousands-block from which four thousand (4,000)
consecutive numbers can be drawn within (1) the 816 NPA, (2) the Lee’s Summit
rate center, and (3) the 816-XX7-XXXX range of 1000-4999 or 6000-9999. The additional numbers are needed in order to
meet the needs of St. Luke’s Hospital at its Kansas City, Missouri location.
On April 25, 2016, the Staff of the
Commission filed its Recommendation. No
other applications to intervene, requests for hearing, or recommendations have
been filed.
Staff
explained that AT&T Missouri does not have the numbers available for
assignment in the Lee’s Summit center to meet St. Luke’s needs. Staff believes AT&T Missouri has
demonstrated a verifiable need for four thousand consecutive numbers within the
816 NPA, with an XX7-XXXX range of 1000-4999 or 6000-9999, in the Lee’s Summit,
Missouri rate center. Staff recommended the Commission grant AT&T
Missouri’s request.
The Commission has the authority to
overturn NANPA’s decision to withhold numbering resources from a carrier
pursuant to 47 C.F.R. §52.15(g)(4), which states in
part, “The state commission also may overturn the NANPA’s decision to withhold
numbering resources from the carrier based on its determination that the
carrier has demonstrated a verifiable need for numbering resources and has
exhausted all other available remedies.”
Based on AT&T Missouri’s
application and the Staff’s recommendation, the Commission finds that AT&T
Missouri has demonstrated a verifiable need for numbering resources and has
exhausted all other available remedies.
The Commission will overturn NANPA’s decision and approve AT&T
Missouri’s request for four thousand numbers as listed above.
THE
COMMISSION ORDERS THAT:
1.
The North American Numbering Plan Administrator’s decision to withhold
numbering resources from Southwestern Bell Telephone Company d/b/a AT&T Missouri, is overturned.
2. Southwestern
Bell Telephone Company d/b/a AT&T Missouri’s request to receive one four thousands-block from which four
thousand (4,000) consecutive numbers can be drawn within the 816-XX7-XXXX range
of 1000-4999 or 6000-9999 in the Lee’s Summit rate center,
is granted.
3. This
order shall become effective on May 7, 2016.
4. This
file may be closed on May 8, 2016.
