On November 12, 2015, KCP&L Greater Missouri Operations Company
(GMO) filed an application with the Missouri Public Service Commission requesting
a Certificate of Convenience and Necessity (“CCN”) as authorized by Section 393.170,
RSMo 2000. The CCN would authorize GMO to construct, install, own,
operate, maintain and otherwise control and manage solar generation facilities
in Jackson County, Missouri. GMO asks
the Commission to approve its application by January 31, 2016.
On November 13, the Commission directed its Staff to file a status update by November 23 stating when it will file its recommendation on GMO’s application. Staff filed a pleading on that date indicating its intent to file a recommendation no later than January 23, 2016, which is a Saturday. If the Commission is to comply with GMO’s request that an order regarding its application be issued by January 31, it will need to act at its January 27 agenda meeting. To be able to prepare an order for that agenda, the Commission will need to have recommendations by January 21.
THE COMMISSION ORDERS THAT:
1. The Commission’s Staff shall file its recommendation regarding KCP&L Greater Missouri Operations Company’s Application for a Certificate of Convenience and Necessity no later than January 21, 2016.
2. Any other party wishing to file a recommendation regarding KCP&L Greater Missouri Operations Company’s Application for a Certificate of Convenience and Necessity shall do so no later than January 21, 2016.
3. This order shall be effective when issued.
