ORDER SCHEDULING A LOCAL PUBLIC HEARING AND SUSPENDING TARIFF

Raytown Water Company has initiated a small company rate increase proceeding with the Commission.  On August 31, 2015, the Staff of the Commission and the company filed a notice of disposition agreement that would afford the company a rate increase amounting to $578,760 per year.  Public Counsel did not join in the agreement, and on October 2 asked the Commission to schedule a local public hearing to obtain comments from ratepayers about the proposed agreement. 

The Commission will schedule a local public hearing to be held on October 22.  Before the hearing, the Staff of the Commission will hold an informal question-and-answer session. 

Along with the disposition agreement, Raytown Water filed a tariff revision that would implement the terms of the agreement.  That tariff carries an effective date of October 23.  With the local public hearing being scheduled on October 22, the Commission will not be able to resolve Raytown Water’s request for a rate increase before the effective date of the tariff.  Therefore, the Commission will suspend that tariff to allow time for further proceedings.   

THE COMMISSION ORDERS THAT:

1.               The Commission will hold a local public hearing on October 22, 2015, beginning at 6:30 p.m.  An informal question-and-answer session will be held before the Commission receives testimony from the public at the formal hearing.  The informal question-and-answer session will begin at 5:30 p.m.  Staff, Public Counsel, and Raytown Water Company shall have a representative at the question-and-answer session to answer questions from the public. 

2.               The local public hearing will be held at:  Raytown City Hall, Council Chambers, 10000 East 59th Street, Raytown, Missouri 64133.

4.               The local public hearing will be held in a facility that meets the accessibility requirements of the Americans with Disabilities Act.  Any person who needs additional accommodation to participate in the hearing should call the Public Service Commission’s Hotline at 1‑800‑392‑4211 (voice) or Relay Missouri at 711 before the hearing.

5.               The Data Center of the Missouri Public Service Commission shall serve a copy of this order upon the County Commission of Jackson County, Missouri.

6.               The Public Information Office of the Missouri Public Service Commission shall make notice of this order available to members of the General Assembly representing Jackson County, Missouri, and to the news media serving the residents of Jackson County, Missouri.

7.               The tariff filed by Raytown Water Company on September 3, 2015, and assigned Tariff No. YW-2016-0076, is suspended 45 days from October 23, 2015, until December 7, 2015. 

8.               This order shall be effective when issued.
