ORDER DIRECTING NOTICE AND DIRECTING FILING

OF STAFF RECOMMENDATION

On July 1, 2015, KCP&L Greater Missouri Operations Company (“GMO”) filed an application containing its Fuel Adjustment Clause (FAC) true-up filing, as it is required to do by Commission rules 4 CSR 240-3.161 and 4 CSR 240-20.090.  Rule 4 CSR 240‑20.090(5)(D) requires the Commission’s Staff to examine and analyze the information GMO has submitted and to submit a recommendation to the Commission not later than 30 days after the filing. That means Staff’s recommendation will be due no later than July 31, 2015.  Under that rule, the Commission must then act to approve, reject, or suspend GMO’s true-up filing by September 1, 2015.

Commission Rule 4 CSR 240-3.161(10)(A) provides that the parties to the rate case in which the Commission established GMO’s fuel adjustment clause are automatically parties to this true-up case, without the necessity of having to apply for intervention.  The Commission therefore acknowledges that the parties to File No. ER‑2012‑0175 are parties to this case and will direct its data center to add those parties to the service list.  The Commission will also establish a submission date for any other entity that may wish to apply to intervene and will direct its Data Center that notice of this filing be given to appropriate persons.

THE COMMISSION ORDERS THAT:

1.               The Commission’s Data Center shall serve a copy of this order upon the county commission of each county within KCP&L Greater Missouri Operations Company’s service area.

2.               The Commission’s Data Center shall add all parties to File No. ER‑2012‑0175 to the service list for this case.

3.               The Commission’s Public Information Office shall make notice of this order available to the members of the General Assembly representing KCP&L Greater Missouri Operations Company’s service area, and to the news media serving KCP&L Greater Missouri Operations Company’s service area.

4.               Any proper person or entity wishing to intervene shall file an application to intervene no later than July 22, 2015, with:

5.               No later than July 31, 2015, the Staff of the Missouri Public Service Commission shall file a recommendation regarding its examination and analysis of KCP&L Greater Missouri Operations Company’s tariff filing.

6.               This order shall be effective when issued.
