ORDER DIRECTING NOTICE, ESTABLISHING TIME FOR FILING REQUESTS TO INTERVENE AND ESTABLISHING

TIME FOR FILING RECOMMENDATIONS

               This order directs that notice of this case be sent to all certificated interexchange and basic local exchange telecommunications companies in the state of Missouri and to the North American Numbering Plan Administrator.  The order also establishes dates for the filing of requests to intervene and for the filing of recommendations.

               On March 24, 2015, Teleport Communications of America, LLC, filed an application under 47 C.F.R. 52.15(g)(3)(iv) requesting that the Missouri Public Service Commission review and reverse a decision of the North American Numbering Plan Administrator (NANPA), NeuStar, Inc., to withhold certain numbering resources from Teleport.  The numbering resources Teleport requested consist of one thousands block of consecutive numbers.  The numbering resources are needed in order to meet the needs of the City of Lee’s Summit.

               The Commission finds that proper persons should be allowed to file a request for intervention or a motion for hearing.  Therefore, the Commission will set a time for interventions as directed below.  The Commission will also direct its Data Center to send a copy of this order to each certificated interexchange and basic local exchange telecommunications company in Missouri.  In addition, the Data Center shall send a copy of this order to the North American Numbering Plan Administrator, NeuStar, Inc.

               The Commission will also direct its Staff to file a recommendation and will establish a date by which any other party wishing to respond must file a recommendation.

               IT IS ORDERED THAT:

               1.     The Data Center shall send a copy of this order to each certificated interexchange and basic local exchange telecommunications company in Missouri and to the North American Numbering Plan Administrator, NeuStar, Inc.

               2.     Any party wishing to intervene or to request a hearing shall do so by filing an appropriate pleading no later than April 9, 2015, with:

               3.     The Staff of the Commission shall file a recommendation regarding the application of Teleport or shall file a status report indicating when a recommendation will be filed, no later than April 13, 2015.

               4.     Any other party that wishes to file a recommendation regarding the application of Teleport, shall do so no later than April 9, 2015, and shall file its recommendation simultaneously with its application to intervene.

               5.     This order shall become effective March 25, 2015.
