ORDER SETTING PREHEARING CONFERENCE

Issue Date:  August 25, 2014                                 Effective Date:  August 25, 2014

On April 10, 2014, KCP&L Greater Missouri Operations Company (“GMO”) submitted an application and tariff designed to establish a renewable energy standard rate adjustment mechanism pursuant to Section 393.1030, RSMo Supp. 2013, and Commission Rule 4 CSR 240-20.100(6).  The Commission’s Staff filed its recommendation regarding the application, and the Office of the Public Counsel and Earth Island Institute d/b/a Renew Missouri submitted comments.  On August 22, 2014, GMO filed its reply disagreeing with certain recommendations and comments and requesting a hearing.

The Commission finds that a prehearing conference is now appropriate.  The parties or their representatives shall appear in person, or by telephone, at the conference.  Parties wishing to appear by telephone will be provided with a telephone conference number.  At the conference, parties should be prepared to discuss the correct time period for the Commission to conduct a hearing and issue a report and order under Commission Rule 4 CSR 240-20.100(6)(C)1, whether any material facts are in dispute, and whether an evidentiary hearing or oral arguments and/or briefs are appropriate.  The parties should be prepared to discuss the elements of a joint procedural schedule, including the dates for an evidentiary hearing or oral arguments and post-hearing briefs.  The parties will also be encouraged to discuss settlement.

THE COMMISSION ORDERS THAT:

1.               A prehearing conference shall be held on Wednesday September 10, 2014, beginning at 2:30 p.m., in Room 305 of the Governor Office Building, 200 Madison Street, Jefferson City, Missouri. This meeting will be held in a building that meets accessibility standards required by the Americans with Disabilities Act. Anyone needing additional accommodations to participate shall call the Public Service Commission’s Hotline at 1‑800‑392-4211 (voice) or Relay Missouri at 711 before the conference.

2.               Any party that wants to participate in the conference by phone may do so by calling 573-526-5622 or toll-free 866-630-9348 at the time set for the beginning of the conference.

3.               This order shall become effective immediately upon issuance.
