ORDER GRANTING THE APPLICATION TO INTERVENE OF GRAIN BELT EXPRESS CLEAN LINE LLC

Issue Date:  March 28, 2011                                                  Effective Date:  March 28, 2011

On February 23, 2011, Union Electric Company, d/b/a Ameren Missouri, filed its 2011 Integrated Resource Plan (IRP).   The Commission provided notice of the filing and established March 15, 2011, as the date by which interested parties could apply to intervene.

Grain Belt Express Clean Line LLC applied to intervene on March 15.  Grain Belt Express Clean Line is in the business of constructing and operating high voltage electrical transmission lines, including a planned transmission project that will be capable of delivering 3,500 megawatts of power from Kansas to the Midwest ISO market, while traversing Missouri.  More than ten days have passed since Grain Belt Express Clean Line applied to intervene and no party has objected to that application.

The Commission finds that allowing Grain Belt Express Clean Line to intervene will serve the public interest.  Therefore, in accordance with Commission Rule 4 CSR 240-2.075(4), the Commission will grant the application to intervene.

THE COMMISSION ORDERS THAT:

1.         The Application to Intervene of Grain Belt Express Clean Line LLC is granted.

2.         This order shall become effective immediately upon issuance.
