Issue Date:  May 4, 2016

On April 20, 2016, NTT America, Inc., filed an application for registration to provide interconnected voice over Internet protocol service.  Pursuant to 4 CSR 240-2.080(2), pleadings filed with the Commission must be signed by at least one attorney of record authorized to practice law in Missouri.  The application is not signed by a Missouri attorney, and does not contain a completed certificate of service.

In addition, NTT America’s application was not complete in that the affidavit attached to the application listed area codes of the areas it wishes to provide service, but failed to provide the exchange of the local exchange company in which the company proposes to provide VoIP service, as required by Section 392.550.3(2), RSMo (Cumm. Supp. 2013).

The Commission will not take action on this application until this deficiency is corrected.  The Commission will leave the file open until May 16, 2016, to allow

NTT America to correct the deficiency.  If no response is filed by that time, the Commission will reject the application and close the file.
