The Commission opened this file to facilitate Staff’s efforts to gather input from interested stakeholders about drafting a revision of Commission Rule 4 CSR 240-3.105. That rule sets out the filing requirements for electric utilities seeking a certificate of convenience and necessity from the Commission.
On August 14, 2014, the Commission’s Staff filed a motion asking the Commission to inform interested stakeholders that Staff would like to collect written comments about possible revisions to the rule in general, and about Dogwood Energy’s June 12, 2014 comments about revisions to the rule in particular. If any person believes that no changes should be made to the current rule, they are invited to explain the reasons for that opinion. Staff asks commenters to cite any legal authority that supports their position.
Staff also invites interested persons to attend a workshop to discuss these matters. The workshop will be held on Thursday, September 11, 2014, starting at 9:30 a.m., in Conference Room 315 of the Governor Office Building in Jefferson City.
